pedic, i.e. general index o f statistical information and publications, which is represented in this article. This is the first and the main reason of preparation and publication of this index. H o w and using which methods is it possible to get the necessary generalizing parameters on the basis o f the available data? Having a lot o f data including information from different surveys and researches, there are no generalizing estimates, which characterize the situation as a whole, in economic science and cannot be taking into account the present interpretation of statistical measurements. There is no other science (like economic and statistical science) where calculations are so paradoxical, estimates are dissimilar and results are out o f practical application. That is why it is predictable that a lot o f data published nowadays, unfortunately, have to be taken as not applicable and taken out o f usage. W i t h such a level o f dissimilarity, unreliability, without essential overview o f the technology itself and new ways o f getting and processing the information, there is less necessity to calculate and publish statistical data that not to calculate and publish the data. Justifications, connected with difficulties o f economic objects and systems, their huge multiregularity and dimensionality, stochastic nature and nonstandard behavior o f their parameters are essential but it is not enough to leave the situation as it is. Generalization o f economic data, computer bases, their connections, the situation w i t h economic measurements and information in modern economic and statistical science at the whole is unsatisfactory, no analogies in other sciences and demands essential overview. There is a solution but it is very difficult to carry i t out. The solution is to standardize all the modern economic and statistical measurements and government standartization o f methods and algorithms o f their calculations, in other words, the solution is restitute the modern economic parameters, reduce the number o f these methods and algorithms and find the common denominator, which is the prime figure o f each parameter being calculated and published. I n this case, i.e. in the bibliographic measurements such restitution in practice means overcome from the term edition or publication being a unit o f bibliographic index to the term parameter or data being more specific, useful and meaningful units o f bibliographic accounting. This overcome is the main leitmotiv, statistical philosophy o f this encyclopedic index. T o carry out such restitution it is necessary to have numerous published statistic data, common index, without which it is not possible to take out any information or upon the same reason it is necessary to take all the related information. The first step in this fundamental direction is to get all the official and unofficial publications, i.e. all the documents which contain these data. A n d this is the second essential reason o f preparation and publication o f this encyclopedic index o f statistical publications. M o r e than 29,5 thousand books were published during the period o f 1801¬ 2000. Today about 1857 economic journals are issued in the country, including 28
