Solving the indicated problems, the authors tried to cooperate principles o f drawing up the traditional bibliographic index o f the publications with non-traditional principles o f development o f the bibliographic index o f statistic data, what is new for domestic bibliography and it allows, to their mind, to study deeper not only statistics, but also the history. The vast and monstrous inconsistencies o f the past, numerous bloody events and wars in Russia led to the loss o f most valuable, sometimes decisive archival materials and treasures like "The W o r d about Igor's Regiment". Despite deeply latent tendencies and regularities, steep and sometimes completely unexpected changes, numerous facts o f falsification o f data, which simply were abounded by economic history the authors managed, as they understand it (or would like to understand), to catch and prove the main thing—regularity, instead o f the contingency o f original, independent and non-standard contradictory paths o f development o f the country i n X - X X . They show regularity o f prevalence o f joining, spiritual and even oblational Slavic beginning i n this development above pure commercial interest and material assets, which in expired 200 years have found domination in so-called civilized countries, destroying there any other healthy beginnings o f habitability. By word, under the own judgement o f the authors, i n the encyclopedia it was possible to show, that poor Russia despite o f all difficulties, has not become the slave o f a primitive well-being and narrowly national self-interest, where as rich countries i n X I X — X X finally have risen on this path doubtfully rigorous wellbeing and not certain faultless and perspective life. The authors tried not only to show, but also to reveal beginnings o f this main—ineradicable life forces o f Russia, not invented history o f our country, its and on present times high-power natural and human resources, its national originality, i.e. to reveal and to show those primary basis, those sources, conditions and factors, which objectively selected its special place in the history o f the last centuries in general and expired two centuries i n particular. T o reveal and to show just those features, which so unequivocally determine own path o f development o f Russia in the future, just those reasons, which have made country such, as it was in X I X — X X and should be (or, at least, what it is necessary to be) i n X X I century. Looking into the future, authors by means o f the index, though avariciously, probably even shy, but zealously and possible resource, which can give bibliographic toolkit, tried to arm themselves and all w i t h that what was possible to extract from the past and that is suit the future. The authors especially tried to extract utmost and suitable for future first o f all from modern period, making an emphasis on the bibliographic analysis and evaluation o f outcomes o f economic reforms o f the last decade, which, as they suppose, i n many o f their primary basis are contradictory and consequently and so are capable to render far ambiguous effect as a whole on the future o f our country and intellectual activity in particular, including all activity i n the field o f modern statistics. The comprehensive encyclopedic index o f the domesticy statistical publications could not be composed i n one book, even such volumetric, to what to the authors pretend this encyclopedia, at one level and with an identical completeness, 34
