As an example it is possible to take the Central Statistical Board (now it is called the State Committee on Statistics) o f the Russian Federation (Russia). T o create and issue (during more than 200-years) tens thousands o f statistical publications, including thousand o f fundamental statistical year-books and collections (handbooks, annuals, dictionaries, etc) for this department was not simple, but possible. But such a big Committee still failed to create one generalizing fundamental publication and one generalizing encyclopedia o f figures and facts, which would include only the necessary information. There are just a few exclusions o f such practice o f separated and confused accumulation and useless storage o f a lot o f statistical materials and data. One o f such exclusions is bibliographic index "Statistical publications in the USSR" ( M . : Statistics Publishing House, 1975), which has been written by V . M . Simtchera and E. A . Mashikhin, which is still o f a practical use. There were other attempts i n the past to transfer huge mass o f Russian statistical data into generalizing publications. I n particular, an essential w o r k o f M . V . Ptukha "Essays o f the H i s t o r y o f Statistics o f the U S S R " ( M . : 1955, 1959) has been published i n two volumes; monograph "The History o f the State Statistics o f the U S S R " ( M . : 1960, 1970, 1980) has been published i n three editions; "Statistical D i c t i o n a r y " ( M . : 1965, 1980) has been published i n t w o different versions; "Essays on the History o f Domestic Statistics o f the U S S R " have been published i n seven editions and more than 50 volumes o f "Scientific Notes on Statistics o f the Academy o f Sciences o f the USSR" ( M . : 1961-1992) have been published. Besides, a lot o f generalizing materials on different separately taken themes have been published in the following magazines: "Questions on Statistics" (1918¬ 1922), "Bulletin on Statistics" (1922-1994), and i n the new magazine "Questions on Statistics", which has been published since 1994 etc. Despite o f the significance and value o f all the previous publications, there were no publication or, i n other words, encyclopedia o f bibliographic index o f statistical publications, which would generalize everything, what was done i n the sphere of statistical bibliographies. The offered issue, claiming for a role o f such publication, represents not only the system, but also a unique serious attempt o f fulfilment o f an existing large gap in the history o f domestic statistical science and practice, an attempt o f its rise (and further without exaggeration o f all the economic and statistical sciences) on a level o f modern requests, attempt, which has already been realized in many other countries, including statistically much less developed countries, for example i n the U S A . Solving this great problem, scientists tried not only to generalize the published works on statistics in Russia, but also to answer the most difficult question o f the modern statistics: which data is useful for the future and which is not? I n other words, the scientists initiatively decided to define and present a summarized statistic data, general basis o f statistical information, achievements o f the Russian statistical sciences, documentary confirmed. I n the beginning o f the third millenium there is no other more important and difficult task i n the economic and statistical science. 22
